The initial aim is to put a simple question to the public sector: would you like to invest in CAFE?

 

If “yes”, the private sector will participate and your investment will be an appreciating, monetizable asset that contributes to economic development and better safety by facilitating the series of benefits described in ‘How will CAFE contribute to economic growth and development in Africa?’.


If “no”, African aviation may become even more marginalized, the continent may continue to haemorrhage enormous amounts of money insofar as aviation is concerned (permanent capital outflow that cannot be re-circulated in the economy) and the emergence of a safe, efficient and affordable air transport system across Africa may become an even more distant prospect than at present.

 

The simplest way to put that question to the public sector is to create CAFE first. The pro-forma structure above explains how a small group of pioneers (two or three airlines and their lenders/loan guarantors) can make CAFE a reality.
